Pursuant to the provisions of UCA §§ 76-10-104 and 10-8-47, the City Council finds that the health, welfare, and safety of the community requires that cigars, cigarettes, or other tobacco products offered for sale within the city should be kept in a location on the merchant’s premises such that said products are not directly accessible to minors.
