Animal Control may impound, and take into immediate possession, any potentially dangerous or dangerous animal that:
(A) Is not maintained as required in this chapter;
(B) Is outside an enclosure and not properly restrained by a device, or not properly muzzled if a dangerous animal; or
(C) The animal, or its owner, violates any restriction placed upon the dangerous animal by Animal Control, or as otherwise authorized by this chapter.
