§ 91.075 RESTRAINING ANIMALS ON UNENCLOSED PREMISES.
   It is unlawful for any person to restrain, confine, pen, chain, stake, or otherwise tether any animal on an unenclosed premises in a manner that allows the animal to go beyond the property line, unless permission is obtained from the owner of the affected property, or the owner of the animal owns a legal property interest in the affected property.
