To perform their duties, any Animal Control Officer or law enforcement officer is vested with the power and authority in this chapter. An Animal Control Officer, as a condition of issuance of any license (including a business license), may enter and inspect the premises of any pet shop, animal boarding establishment, animal grooming establishment, or other establishment which has animals in the enforcement of this chapter.
