Value amounts used herein refer to both unit cost and combined multiple unit cost and a determination of the estimated value of supplies, equipment, or services that have been requested by purchase requisition shall be made by the purchasing agent in determining the applicability of the bidding procedure after review of the pertinent purchase requisition and specifications.
