(A) The purpose of this chapter is to provide for the procuring of supplies, equipment, or services by departments and agencies of the city in a manner that promotes the best interests of the public; establishing the duties, obligations, and operational procedures of the city purchasing agent; including appointment procedures and the rules relating to procurement and other related functions as approved by City Council and included in the annual budget.
(B) Any purchase not specified in the annual budget must be approved by direct action of the City Council.
