§ 32.15 ARTS COUNCIL.
   (A)   Creation.
      (1)   The city is authorized to create an ongoing committee known as the Arts Council. The Arts Council shall have no authority to bind the city or impose any condition on the city or its citizens.
   (B)   Members.
      (1)   Members. The Arts Council has a limit of 13 members.
      (2)   Appointment.
         (a)   Members of the Arts Council shall be appointed by the Mayor with the advice and consent of the City Council.
         (b)   A City Council member shall serve as a liaison that acts as a non-voting member of the committee. Assignment of such liaison shall be made by the Mayor.
      (3)   Terms.
         (a)   The term of committee members shall be two years.
         (b)   There is no limit on how many terms a member can serve.
         (c)   Appointments of membership will be staggered to provide continuity of membership.
      (4)   Limit of membership.
         (a)   Membership, subject to the appointment process set forth herein, on the committee shall be limited to city residents or qualified individuals who have demonstrated an interest in promoting the welfare of the city, including those individuals who live outside of city limits.
         (b)   An appointment to a committee shall expire if a member misses more than four meetings without reason.
         (c)   If a member's term expires, that member may reapply at a future date; however, the opening on the committee may or may not still be available.
      (5)   Meetings. The committees shall set their own meeting schedule but shall meet at least quarterly. Arts Council meetings shall be open to the public.
      (6)   Quorum. The attendance of a majority of members of the Arts Council shall constitute a quorum. All official acts of the Arts Council shall be by the majority vote of those then present.
      (7)   Compensation. Members of committees shall serve without compensation.
      (8)   Removal of members. Members of the Arts Council may be removed by the City Council at any time without cause. In the case of removals or vacancies for other causes, such vacancy shall be filled by the appointment process previously set forth herein.
   (C)   Officers.
      (1)   The officers of the Arts Council shall be Chair, Vice Chair, and Secretary/Treasurer.
      (2)   Officers shall be elected by members of the Arts Council in the November preceding the term of office.
      (3)   Officers must be a member of the Arts Council.
      (4)   Terms of office shall expire on the first Monday in January of each applicable year.
      (5)   Duties of the Chair. The Chair's responsibility is to notify members of Arts Council meetings, report to the City Council, conduct meetings, and enforce policies.
      (6)   Duties of Vice-Chair. The Vice Chair will supervise voting and conduct when the Chair is not available.
      (7)   Duties of Secretary/Treasurer. The Secretary/Treasurer will keep minutes of full Council meetings and oversee the budget and expenditures.
   (D)   Duties and responsibilities. The Arts Council is an ongoing committee. The Arts Council shall:
      (1)   Provide opportunities for citizen participation in artistic endeavor and performance;
      (2)   Enhance and develop cultural identity and heritage through active involvement in the
arts;
      (3)   Seek out and arrange engagement and education with arts professionals; and
      (4)   Encourage collaboration and connection with any and all participants in the arts.
   (E)   Staff support. The City Manager may assign such personnel, as deemed necessary, to assist the Arts Council and to attend its meetings.
   (F)   Budget. The Arts Council may prepare and submit a budget appropriation to the City Manager who shall review, modify, and recommend approval to the City Council.
