§ 32.05 COMMUNITY EVENTS COMMITTEE.
   (A)   Creation. There is hereby created an ongoing committee known as the Community Events Committee.
   (B)   Members. The Community Events Committee shall consist of at least nine members but no more than 13 members, and all members are appointed and governed consistent with § 32.04(A)(3) of this chapter.
   (C)   Duties and responsibilities. The Community Events Committee shall study and provide objective, current, and relevant information about the quantity and quality of existing or potential community and cultural event opportunities to the City Manager, and as directed by the City Council.
      (1)   The Community Events Committee shall act in an advisory role to the City Manager or their designee in any matters pertaining to the city events.
      (2)   It shall ultimately be the responsibility of the City Manager or their designee to manage, operate, and oversee the city events; however, the Committee may perform various tasks and duties under the direction or authorized by the City Manager or their designee.
      (3)   The Committee may solicit, on behalf of the city, gifts, revenues, bequests, or endowments of money and/or property as donations and/or grants from persons, firms, or corporations, subject to the guidance, approval, and acceptance by the City Manager.
      (4)   The Committee shall not have the power to obligate the city for funds and/or expenditures or incur any debt on behalf of the city.
         (a)   The Committee is not empowered to commit city funds for capital improvements for special events, to issue bonds of indebtedness, or to dispose of city property.
         (b)   Where the Committee believes that capital improvements are necessary, it will submit a report and recommendation to the City Manager for approval of such.
         (c)   After receiving a recommendation from the City Manager, the City Council shall make a decision regarding any capital improvements and funding thereof.
      (5)   (a)   All powers and duties prescribed and delegated herein are delegated to the Committee as a unit and all action hereunder shall be of the Committee acting as a whole.
         (b)   No action of any individual Committee member is authorized, except through the approval of the City Manager or their designee.
   (D)   City staff support. A special events coordinator shall serve as dedicated staff support for the Community Events Committee. They will provide administrative, grant, and sponsorship coordination and other services as required.
