(A) If, at any time, the business of the city requires a special meeting, such meeting may be ordered by the Mayor or any two members of the Council.
(B) The order shall be entered in the minutes.
(C) It shall provide at least three hours' notice of the special meeting, and notice thereof shall be served by the Recorder on each member who did not sign the order by delivering the notice personally, electronically, or by leaving it at the member's usual place of abode.
(D) The personal appearance by a member at any specially-called meeting shall constitute a waiver of the notice above required.
(E) Adjourned meetings may be held from time to time as circumstances may require.
