§ 112.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ECONOMIC DEVELOPMENT POLICY. Consists of the following objectives:
      (1)   To retain and support the sustainability of existing businesses;
      (2)   To create a robust economic environment and diversify the city’s tax base, specifically within the vicinity of Grand Park;
      (3)   To foster and encourage public-private partnerships; and
      (4)   To provide quality recreational opportunities within the city.
   EVENT HOLDER. A person, group or organization responsible for the hosting or operation of a City Council event.
   FOOD VENDORS and FOOD VENDING. Includes the display or offering of food or beverages for sale. FOOD VENDORS shall include the following:
      (1)   FOOD STANDS. Any structure used for preparation, display, sale or offering of food or beverages for sale. FOOD STANDS shall not include structures owned by the city;
      (2)   FOOD VENDING PUSHCARTS. Any box or container with wheels that is not propelled or moved by an engine used for the purpose of selling food or beverages.
      (3)   MOBILE CONCESSION VENDORS. Self-contained, mobile vehicles that are propelled or moved by an engine from which food, beverages or other goods are sold. MOBILE CONCESSION VENDORS shall not include food delivery services that deliver food or beverages ordered by a purchaser to a specific address provided by the purchaser (e.g. pizza delivery, catering and the like).
   GRAND PARK AREA. The geographic area as identified on the map below.
   ICE CREAM TRUCK. Includes motor vehicles from which ice cream, popsicles, ice sherbets, frozen desserts or other similar items are sold.
   LARGE EMPLOYER. Includes businesses within the city’s corporate limits that have a minimum of 25 employee’s on site daily during the work week.
   NEIGHBORHOOD PARTY. An event held within a particular neighborhood, specifically for the residents of that neighborhood, typically limited to one day or one annual or periodic event.
   NON-INCORPORATED CHILDREN’S STANDS. A non-incorporated business that is commonly owned and operated by a child or children to sell lemonade or other beverages (e.g., iced tea, coffee, hot chocolate and the like) and possibly snack foods (e.g., cookies and the like).
   PERMITTED EVENTS. Includes the events listed below. This list is designed to be amended from time to time by the Council. The list includes the following City Council events:
      (1)   Westfield parks and recreation hosted events;
      (2)   Westfield public safety hosted events;
      (3)   Westfield-Washington School District hosted events;
      (4)   Downtown Westfield Association hosted events;
      (5)   Builders Association of Greater Indianapolis (“BAGI”) hosted events;
      (6)   Westfield Rotary hosted events;
      (7)   Lions Club hosted events;
      (8)   Hamilton County Parks and Recreation Department hosted events;
      (9)   Washington Township Parks and Recreation Department hosted events;
      (10)   Relay for Life;
      (11)   Westfield Farmers Market;
      (12)   City of Westfield approved events;
      (13)   Summer Smiles Event;
      (14)   WYSI Diamond Sports at Shamrock Springs Elementary School; and
      (15)   WYSI Diamond Sports at Monon Trails Elementary School.
