If there is a vacancy in the office of Clerk-Treasurer or on the City Council, the annual salary as established in the salary ordinances for the Clerk-Treasurer or City Council member shall be prorated through the end of the month in which the vacancy occurs, and the successor to the officeholder shall be eligible to receive the balance of the established annual salary prorated to the end of the calendar year.
