§ 31.10 CITY CLERK-TREASURER AUTHORIZED TO BREAK TIES.
   The City Clerk-Treasurer is the Clerk of the City Council. Whenever the City Council has an even number of members for any reason, the Clerk-Treasurer is an ex officio member for the purpose of casting the deciding vote to break a tie.
