Running, jogging or walking in a roadway where a sidewalk has been provided is prohibited. Running, jogging or walking in a roadway without a sidewalk is permitted provided that the following requirements are met:
(A) The pedestrian must stay within two feet of the pavement edge; and
(B) The pedestrian’s direction of travel must oppose that of the vehicular traffic in that lane.
