(A) No person shall park or cause to be parked any vehicle upon a street, other than an alley, in such a manner as to leave available less than 18 feet of width of the roadway for free movement of vehicular traffic.
(B) No person shall park or cause to be parked any vehicle upon any publicly owned sidewalk in a manner which restricts or inhibits pedestrian access and use of the sidewalk.
