§ 31.01 DESIGNATION OF CITY LEGISLATIVE BODY.
   The legislative body of the city shall be known as the City Council and shall consist of five members to be elected as follows:
   (A)   Four shall reside in districts as designated in § 36.01 of this code of ordinances and shall be elected at-large; and
   (B)   One member shall be elected at-large.
