It shall be unlawful for the registered owner or for anyone having the care and custody of any vehicle without motive power, commonly called a trailer, to park, suffer, permit or allow such trailer to stand or be parked on any public street within the corporate limits of the city unless it is attached to another vehicle having motive power.
