§ 56.01 DIVISION OF SOLID WASTE CREATED.
   The Director of Public Works is hereby authorized to create a Division of Solid Waste within the Department of Public Works and appoint a supervisor thereof. The City Public Works Department through the Division of Solid Waste of the city is hereby authorized and empowered to collect and dispose of all garbage and rubbish within the city.
