That the rules and regulations promulgated by the city, after being approved by the City Council, shall among other things, provide for an appeal procedure whereby a user shall have the right to appeal a decision of the administrator of the public works system and the fee structure to the City Council and that any decision concerning the fee structure of the City Council may be appealed to the circuit court of the county under the appeal procedures provided for in the Indiana Administrative Adjudication Act, being I.C. 4-21.5-3-22.
