(A) A stormwater user fee shall be imposed on all property within the public works service area, including those classified as non-profit or tax-exempt, for services and facilities provided by the city. This user fee is deemed reasonable and is necessary to pay for the repair, replacement, planning, improvement, operation, regulation and maintenance of the existing and future stormwater system for the city.
(B) The Department shall be responsible for calculating and assessing all monthly stormwater user fees and for establishing billing and collection procedures for the same, and for taking all other lawful actions, including, but not limited to, those set forth in Ordinance 07-23, as are necessary or convenient in order to implement the city’s stormwater management and user fee system.
