§ 54.09 ULTIMATE RESPONSIBILITY.
   The standards set forth herein and promulgated pursuant to this chapter are minimum standards; therefore, this chapter does not intend nor imply that compliance by any entity will ensure that there will be no contamination, pollution, nor unauthorized discharge of pollutants. The degree of protection required by this chapter is considered reasonable for regulatory purposes. This chapter shall not create liability on the part of the city or any officer, representative or employee thereof, for any damage that may result from reliance on this chapter or on any administrative decision lawfully made there under.
