Pursuant to the provisions of I.C. 8-1.5-1 et seq. and I.C. 36-9-2-14, the city establishes, equips, owns, operates and maintains the waterworks together with such equipment with such appurtenances as may be necessary to serve the city and its inhabitants with water for public and domestic use.
