(A) Appropriation of funds. The City Council is hereby authorized to appropriate necessary funds to provide membership for the city in state and national associations of a civic, educational or governmental nature which have as their purpose the betterment and improvement of municipal operations.
(B) Participation in associations. The city is hereby authorized to participate through duly designated representatives in the meetings and activities of such associations and the City Council is authorized to appropriate necessary funds to defray the expenses of such representatives in connection therewith.
