(a) The funds collected under the provisions of this chapter shall be deposited into the General Fund, and said funds shall be distributed from the effective date of this chapter through its termination in the following order of priority:
(1) To the necessary costs of collecting the taxes levied by this chapter and the cost of administering and enforcing the provisions of this chapter, then;
(2) The income tax receipts, net of the cost of collection and administration, shall be used by the Village at the discretion of Council for the purposes stated in Section 891.012.
