(a) Hardship. Where the Board of Zoning Appeals finds that extraordinary hardships may result from strict compliance with any of the provisions of these Subdivision Regulations, it may vary the same so that substantial justice may be done and the public interest secured, provided that such variation will not have the effect of nullifying the intent and purpose of these regulations.
(a) Conditions. In granting variances and modification the Board of Zoning Appeals shall require such additional conditions as will, in its judgment, secure substantially the objectives of the standards or requirements so varied or modified.
