For the purpose of the Zoning Ordinance and Subdivision Regulations of the Village, the Planning Commission shall have the following powers and duties, as well as all other powers and duties provided to it by Title 7, Chapter 13 of the Ohio Revised Code.
(a) To adopt and recommend to the Village Council plans for the physical development of the Village, or the redevelopment of any area or district therein which shall include the location of streets and other public ways, parks, playgrounds, recreation areas and other public places.
(b) To review and recommend to the Village Council plans and maps for dividing the Village or any portion thereof into zones or districts representing the recommendations of the Commission in the interest of the public health, safety, convenience, comfort, prosperity or general welfare in accordance with the purpose of the Zoning Ordinance.
(c) To review all site plans required by this Zoning Ordinance and make recommendations to the Village Council as provided in this Zoning Ordinance.
(d) To review all applications for Conditional Zoning Certificates for a particular zoning lot according to provisions and criteria stated in this Zoning Ordinance, and make recommendations to the Village Council.
(e) To review all proposed amendments to the Zoning Ordinance and Zoning Districts Map and to submit to Council the Planning Commission's recommendations with respect to such proposed amendments.
(f) To investigate and to propose on its own initiative, such amendments to the Zoning Ordinance as it may deem consistent with the purposes of this Zoning Ordinance, which further the public health, safety, and general welfare of the Village.
(g) To review plans for the substitution of one nonconforming use from another nonconforming use.
(h) To adopt rules and bylaws for the holding of regular and special meetings for the transaction and disposition of its business and the exercise of its powers.
(i) Shall serve as the Platting Commission of the Village and thereby have all the powers and duties provided by Ohio R.C. 735.17 to 735.26 transferred to it.
