(a) Whoever violates any provision of this chapter is guilty of a misdemeanor of the fourth degree for a first offense and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty days, or both. For any subsequent offense, such person is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both.

(b) Conviction and punishment of any person for peddling or soliciting without a permit shall not excuse or exempt such person from the payment of any permit fee due or unpaid at the time of such conviction.
