(a) An applicant for a permit under this chapter must first file with the Mayor a written application therefor on a form to be provided by the Village which shall, when completed, provide the following information: the name and address of the person offering the motor vehicle for sale, the address of the premises from which the vehicle is to be sold, a description of the motor vehicle to be sold and a listing of all motor vehicles sold since the beginning of the calendar year.
(b) After a search of the records, if the Mayor determines that the application is complete and the application, if granted, would not violate any of the ordinances of the Village, the Mayor shall issue a permit to the seller of the motor vehicle upon payment of a ten dollar ($10.00) fee per vehicle.
(c) Any person obtaining a permit shall produce his or her permit upon the request of any citizen and any Village representative, including law enforcement officers of the Village.
