As used in this chapter, unless the context clearly indicates or requires a different meaning:
(a) "Motor vehicle" means any self-propelled vehicle required to be titled under the motor vehicle registration laws of the State of Ohio.
(b) "Person" means any individual, firm or corporation, but shall not include any charitable or religious organization.
