(a) No property owner or other person shall install, or cause to be installed, a water well on or under any real property for purposes of supplying water, except that a well may be installed, with permission of Village Council, to substitute for a well existing on or before November 6, 2001.
(b) No property owner or other person shall draw water from a lake, pond, cistern or any other source except the municipal water system for the purposes of supplying potable water.
(c) No property owner or other person shall connect a well, lake, pond, cistern or any other source of water, except the municipal water system, to the water supply lines or plumbing system in any building or structure that is inhabited or intended to be occupied by natural persons.
(d) No property owner or other person shall operate or connect a well, lake, pond, cistern or other source of water, or supply line or plumbing system in violation of division (a), (b) or (c) of this section.
(e) Whoever violates any provision of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02 for each offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. In addition, the offender shall be required to pay the cost of properly and permanently closing the well in accordance with all State, County and Municipal laws, ordinances and regulations, and the cost of permanently disconnecting the supply lines or plumbing system.
