(a) On and after the effective day of this section, the Village will discontinue mowing grass on lands abutting sidewalks and will discontinue the removal of snow from public walks in the Village.
(b) Landowners of each parcel of land in the Village shall keep their curbing, gutters and lands between their sidewalk, or their lot line, and the abutting public roads, clean and free from weeds, and shall keep their sidewalks clean and free from snow or any other objectionable substance.
(c) After the Clerk-Treasurer sends a service of notice to clean to the landowner, and the landowner fails to comply therewith within the period provided for therein, the Street Commissioner, or his or her assistant, may clean the curbing, gutters and lands between the sidewalk, or lot line, and the abutting public roads, and the Clerk-Treasurer shall report the cost thereof to the County Auditor who shall place such cost on the landowner's tax duplicate for purposes of collection.
