537.03 UNAVAILABILITY OF CITY MANAGER.
   (a)   In the event the City Manager is unable to perform the duties of the office during a significant emergency, the Assistant City Manager is authorized to exercise the powers granted in this chapter to the City Manager, provided if the Assistant City Manager is unable to so perform, then the Director of Finance is authorized to exercise the powers granted in this chapter to the City Manager.
   (b)   In the event that the City Manager, Assistant City Manager, and Finance Director are unable to perform the duties of City Manager, the Chief of the Fire Division, shall be authorized to exercise the powers granted in this chapter to the City Manager. The Fire Chief may in the Fire Chiefs sole discretion, delegate such authorization to the Chief of the Police Division if the significant emergency involves civil unrest, terrorism, or other types of law enforcement emergencies.
   (c)   Every reference in this chapter to the City Manager shall include such persons described above who by this section have the authority to exercise the powers provided to the City Manager in this chapter.
