When an emergency has been declared, the City Manager may:
(a) Issue by written declaration that is published by such means of communication as are reasonably expected to immediately inform the public of any regulation necessary to protect life and property and preserve critical City resources. The authority to issue such regulations may include, but shall not be limited to:
(1) In any place to which the public has access, require persons to comply with such safety and health restrictions as are deemed necessary to protect the public health, safety, or welfare of the City;
(2) Restrict, close, or prohibit access to or movement within, above, or beneath any area of the City;
(3) Prohibit or limit the number of persons who may gather or congregate in any public place or place to which the public has access;
(4) Restrict or prohibit access to items that may exacerbate the emergency or efforts to resolve it, such as alcohol, products that could potentially be used as criminal tools, or critical supplies;
(b) Suspend the provisions of Chapter 132 regarding purchasing and procurement and obtain supplies, equipment, and services needed during the emergency from any available source. Contracts executed by the City Manager pursuant to this provision shall be binding upon the City.
(c) Call upon and engage any persons, governments, or organizations within or outside of the City to assist in mitigating the emergency or preserving and keeping the peace within the City.
(d) Employ such persons, including citizen volunteers, as are deemed necessary. All duly authorized persons rendering emergency services on behalf of the City during the emergency shall be entitled to the immunities provided to regular City personnel by State law the City Charter, and ordinances. When compensation is offered by the City Manager, such persons may receive compensation for their services during the emergency, and such offers of compensation shall be binding upon the City.
