When the Director of Public Service causes gutters to be cleaned as provided in Section 529.14, a statement of the cost thereof shall be mailed to the owner, lessee, tenant, occupier or agent of any of the foregoing, or other category of person having charge or care of any lot or part thereof, by certified mail, return receipt requested. Such statement of cost shall include the following cost to the City:
(a) Administration and supervision;
(b) Transportation of equipment;
(c) Equipment rental;
(d) Equipment operator;
(e) Incidental labor.
The minimum fee to be charged shall in no case be less than forty dollars ($40.00) for the first hour or portion thereof and thirty dollars ($30.00) for each additional hour or portion thereof.
