305.07 RECORDS OF MANAGER.

The City Manager shall keep a record of all rules, regulations and proceedings promulgated in connection with this chapter. All rules and proceedings shall be published one time in a newspaper of general circulation in the City and the failure to so publish shall in no manner affect the application of the rule or regulation.
