Whenever legal publication is required by Charter, ordinance or state statutory provision to be published in a newspaper of general circulation in the Municipality, publication may be made in either:
(a) A newspaper bearing a title or name, regularly issued at least on a weekly basis for a definite price or consideration paid by not less than 50% of those to whom distribution is made, having a second class mailing privilege, and circulated generally in the Municipality; or
(b) A newspaper bearing a title or name, regularly issued at least on a weekly basis, delivered free of charge to the residents of the Municipality by mailing or hand delivery, and circulated generally in the Municipality.
