SECTION 7. REMOVAL; BOARD OR COMMISSION.
   The Council may at any time remove any member of the Personnel Review Board or the Planning Commission for inefficiency, neglect of duty, malfeasance, misfeasance or nonfeasance in office, incapacity or incompetency; provided, however, that such removal shall not be effective without the concurrence of two-thirds of all members elected to Council, nor until such member shall have been notified in writing of the charge at least 10 days in advance of any hearing upon such charge by the Council, at which hearing the accused person shall be given an opportunity to be assisted by counsel and to be heard, present evidence, and examine any witness appearing in support of such charge.
