The Director of Public Service shall be appointed by the City Manager subject to confirmation by the affirmative vote of two-thirds of the members elected to Council; shall serve at the pleasure of the City Manager and may be removed by the City Manager subject to such removal being confirmed by the affirmative vote of two-thirds of the members elected to Council. The Director of Public Service shall have charge of the administration, operation, construction, maintenance and repair of all public works, improvements and buildings, other than Municipally owned utilities or the recreational facilities and parks of the Municipality, and shall perform such other duties, consistent with the office, as may be required by this Charter, by ordinance or resolution of the Council, or as directed by the City Manager.
