SECTION 3. ASSISTANT CITY MANAGER.
   The Assistant City Manager shall be appointed by the City Manager subject to confirmation by an affirmative vote of two-thirds of the members elected to City Council. The Assistant City Manager shall serve at the pleasure of the City Manager and may be removed by the City Manager subject to such removal being confirmed by the affirmative vote of two-thirds of the members elected to Council.
   The Assistant City Manager shall be chosen solely on the basis of professional qualifications and knowledge of the duties, standards and accepted practices of office. The Assistant City Manager need not be a resident of the Municipality at the time of appointment, but shall within a reasonable time after such appointment establish and maintain residence in the Municipality unless otherwise provided by Council. The Assistant City Manager shall perform such duties, consistent with the office, as may be required by this Charter, by ordinance or resolution of the Council, or as directed by the City Manager.
