1503.05 OPEN BURNING FOR INSTRUCTION, RESEARCH AND IN AN EMERGENCY.
   Open burning shall be allowed for the following purposes upon receipt of written permission from the City Fire Division and notification of the Ohio Environmental Protection Agency (OEPA), Central District Office, provided that all conditions specified in the permit are followed:
   (a)    Disposal of hazardous or toxic materials upon determination of the City Fire Division that there is no practical alternative method of disposal.
   (b)    Instruction in methods of firefighting or for research in the control of fire.
   (c)    In emergency or other extraordinary circumstances for any purpose determined to be necessary by the City Fire Division.
