1111.03 CRITERIA FOR APPROVAL.
   The following criteria shall be considered for each application for a conditional use permit:
   (a)   Whether the proposed conditional use is a listed conditional use in the appropriate chapter of this Zoning Ordinance for the zoning district in which the property is located.
   (b)   Whether the development standards of the zoning district in which the property is located are being complied with.
   (c)   Whether the proposed conditional use will create an undue burden on public facilities and services such as streets, utilities, schools and refuse disposal.
   (d)   Whether the proposed conditional use will be detrimental to existing and future neighboring uses, property values, or economic welfare of the community.
   (e)   Whether the proposed conditional use will involve a use, structure or condition of operation that constitutes a nuisance or hazard to any persons or property.
   (f)   Whether the proposed conditional use will be in conflict with a City plan.
