No person shall, directly or through any agent or employee, lay, construct, operate or attempt to lay, construct or operate any railroad of any character in, along, under, above or across any of the public streets within the corporate limits of the Village. The permission to lay, construct or operate any railroad in and along, under, above or across any of the public streets or alleys within the corporate limits of the Village shall be given and granted only by ordinance of the Village.
