8-6-3: BUILDING SEWERS AND CONNECTIONS:
   A.   No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the department of code enforcement.
   B.   The disposal by any person into the sewer system is unlawful except those discharges in compliance with federal standards promulgated pursuant to the federal act and more stringent state and local standards.
   C.   The owner or his agent shall make application on a special form attached to ordinance 03-2233 on file in the office of the village clerk. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent to the operation of the proposed sewer connection and necessary to ensure compliance with all federal, state and village laws and regulations, as determined by the director of the department of code enforcement.
   D.   A permit and inspection fee as specified in title 9, chapter 1, of this code for a residential or commercial building sewer permit shall be paid to the village at the time the application is filed. The applicant, as a condition of permit authorization, must provide in writing as part of the application, sufficient information describing its wastewater constituents, characteristics, and type of activity.
   E.   A building sewer permit will only be issued and a sewer connection shall only be allowed if it can be demonstrated by the applicant that the downstream sewerage facilities, including sewers, pump stations and wastewater treatment facilities, have sufficient reserve capacity to adequately and efficiently handle the additional anticipated waste load.
   F.   All costs and expense incident to the installation and connection of the "sewer service line" shall be borne by the applicant or property owner. The owner shall indemnify the village of Western Springs from any loss or damage that may directly or indirectly be occasioned by the installation of the "sewer service line".
   G.   A separate and independent "sewer service line" shall be provided for every building, except that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one "sewer service line".
   H.   The size, slope, alignment, materials of construction of a sewer service line, and the methods to be used in excavating, placing of the pipe, jointing, testing, and backfilling the trench, shall all conform to the requirements of the village building and plumbing code or other applicable provisions and regulations of this code. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the "American Society Of Testing Materials", "Water Pollution Control Federation Manual Of Practice No. 9", and "Standard Specifications For Water And Sewer Main Construction In Illinois" shall also apply and govern such work.
   I.   Connection To Village System: No person(s) shall make connection of roof downspouts, exterior foundation drains, areaway drains, sump pumps, or other sources of surface runoff or ground water to any building sewer or building drain, which in turn is connected directly or indirectly to village sanitary sewerage system.
   J.   Conformance With Building And Plumbing Code: The connection of the building sewer into the village sanitary or combined sewer shall conform to the requirements of the building and plumbing code, or other applicable provisions and regulations of this code.
   K.   Notification: The applicant for the building sewer permit shall notify the department of code enforcement when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the department of code enforcement.
   L.   Excavations: All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored to its original condition in a manner satisfactory to the director of the department of code enforcement.
   M.   Old Building Sewers: Old building sewers may not be used in connection with a new building. The existing service stub may be used only when they are found, on examination by the building inspector, to meet all requirements of this chapter. (Ord. 03-2233, 4-21-2003)
   N.   Maintenance Of Private Sewer Line: It shall be the responsibility of the property owner to maintain the entire length of the private sewer line from its connection with the village's sewer main line in the village right of way to and across the owner's property. All repairs to the private sewer line, including the connection to the village's sewer main line in the village right of way, shall be made by and at the expense of the private property owner.    O.   Disconnection From Combined Sewer: All inflow sources connected to combined sewers shall be disconnected within six (6) months after written notification by the village, provided that the inflow source can be reconnected to an available storm sewer. (Ord. 06-2408, 9-25-2006)
