8-4-2: LOCATION, PERMIT REQUIRED:
   A.   No privately owned newspaper dispensing device shall be placed or located at the Western Springs train station, except in the following area: That area of Western Springs lying 48.50 feet south of the centerline of Hillgrove Avenue, 89.70 feet north of the centerline of Burlington Avenue, 200.00 feet east of the centerline of Lawn Avenue and 171.70 feet west of the centerline of Wolf Road. For purposes of this chapter, the "Western Springs train station" shall be defined as that area of Western Springs lying south of the centerline of Hillgrove Avenue, north of the centerline of Burlington Avenue, east of the centerline of Lawn Avenue and west of the centerline of Wolf Road. The definition of "Western Springs train station" shall include, but not be limited to, any and all sidewalks, walkways, parking areas, bus and cab stations, commuter platforms and waiting areas within the Western Springs train station area.
   B.   The village shall place village owned newspaper dispensing devices at the Western Springs train station, at such locations as it shall determine are safe and convenient for users and attractive for the general public. No newspapers shall be placed in any of said village owned newspaper dispensing devices without a permit for such use, as set out in section 8-4-4 of this chapter.
   C.   At locations other than the Western Springs train station, no privately owned newspaper dispensing device shall be placed or located within a public right of way, along the streets, thoroughfares, parkways, sidewalks or on any other village of Western Springs property, whether owned or leased by the village within the village of Western Springs without a permit for such use, as set out in section 8-4-3 of this chapter.
   D.   In the event that the implementation of these regulations prohibits the continued use of a privately owned newspaper dispensing device at locations identified in subsection A of this section, the permittee operating such device may relocate said box to a location outside of said area, subject to village approval, or may discontinue the use of such newspaper dispensing device and use one of the village owned newspaper dispensing devices in accordance with section 8-4-4 of this chapter, either option to be permitted without payment of an additional fee for the permit year ending December 2005.
