7-2-5: LICENSE EMBLEMS; MOTOR VEHICLES:
   A.   Issuance And Placement Of Emblem: Upon issuance of such license for any motor vehicle, except a motorcycle, the Finance Department shall deliver to the licensee a decalcomania sticker license emblem, bearing the numerals designating the year for which said license is issued, the designation of the group or class to which such vehicle belongs, a serial number in figures, and the words "Western Springs". The licensee shall affix the same in the lower right-hand corner on the inside of the glass part of the windshield of such motor vehicle not later than one minute after twelve o'clock (12:01) A.M., April 30 of each year.    B.   Emblem Specifications: The Finance Department shall change, annually, the predominant background color of such sticker emblem. Said sticker emblem shall be impervious to weather and not removable from the windshield without destruction or mutilation. (Ord. 83-1655, 10-24-1983; amd. 1997 Code)
   C.   Unlawful Removal Of Emblem: Any person who shall remove, obliterate or destroy the sticker emblem affixed to any vehicle without the consent of the owner of such vehicle shall be deemed guilty of a misdemeanor. Every such wrongful removal, obliteration or destruction of such sticker emblem from any vehicle shall constitute a separate offense. (Ord. 83-1655, 10-24-1983)
