7-2-3: LICENSE FEES; TERMS; REVENUES:
   A.   Annual License Fees: The license fees to be paid annually to the Village, effective February 1, 2017, shall be as follows:
Motor vehicle, motor bicycle or motor tricycle, except motor truck, motor-driven commercial vehicle, and motor vehicle which is used for public hire or is classified as a recreational vehicle

   B.   Expiration Of License: All licenses shall expire on April 30 for each year following the date of issue. Where a license is issued prior to November 1, the full annual fee specified in this chapter shall be paid. Where a license is issued on or after November 1, the fee to be paid shall be a sum equal to one-half (1/2) of the annual license fee specified in this chapter. Except for new residents, a person who has failed to purchase annual vehicle tags and attempts to do so after November 1 of any year will be required to pay the full annual fee, plus the late registration fee.
   C.   Administrative Grace Period: The Village Manager shall waive the license fees specified in this chapter in total for any resident who moves out of the Village by May 30 of any license year. Any resident seeking such a waiver must submit a written request addressed to the Village Manager stating the following:
      1.   The resident's current address in the Village.
      2.   That the resident has sold their property or that their lease on a property in the Village has expired.
      3.   The date before May 30 on which the resident will move or has moved from the Village.
   D.   Refunding Of License Fee Due To Move: If a resident moves from the Village after May 30, but before July 31, a partial refund of the license fees specified in this chapter equal to one-half (1/2) of the annual license fee is available if applied for by the resident at the time that the residential water and sewer utility account is closed. The resident requesting the refund must have paid the full license fees as specified in this section prior to April 30 and shall not owe any other debts or obligations to the Village in order to qualify for the refund.
   E.   Use Of Revenues: All revenues derived from such licenses and transfer fees, after deducting the actual cost of collection and disbursement thereof, shall be used for purposes of improving, paving, repairing or maintaining the streets and other public roadways within the Village, and such revenues, but not to exceed thirty five percent (35%) of such revenues, may also be used for the payment of salaries and wages of police officers engaged in the duty of regulating traffic within the Village. The allocation of such revenues shall be made in the manner provided for in the annual budget or in such other manner as the Village Board may direct from time to time. (Ord. 15-2818, 11-23-2015)
