9-2-3: EXCEPTIONS:
Any fee otherwise required to be paid under section 9-2-2 of this chapter shall not apply to any "public agency". Any fee less than three thousand dollars ($3,000.00) otherwise required to be paid under section 9-2-2 of this chapter shall not apply to any "religious organization". The term "public agency" shall mean, for the purposes of this section, any unit of local government as defined in the Illinois Constitution of 1970, any school district, any public community college district, the State of Illinois, any agency of the Illinois State government or of the United States, or of any other state, any political subdivision of another state, or any combination of the above pursuant to an intergovernmental agreement. The term "religious organization" shall mean, for the purposes of this section, any church, congregation or society formed for the purposes of religious worship and incorporated under the Illinois Religious Corporation Act 1 . Notwithstanding the foregoing, the public agency or religious organization shall be required to pay in accordance with this section: a) any fee arising from the publishing or mailing of legal notices by the Village; and b) the cost of the services of planners, engineers, attorneys, or other persons not regularly on the Village payroll for the purposes of reviewing the application or plans submitted by the public agency or religious organization where the nature of the application requires such notices or services, or both, as determined in the sole discretion of the West Dundee Building Commissioner.
