3-2-11: BASSET CERTIFICATION:
   A.   Proof Of Completion Of BASSET Training: Ninety (90) days after the passage hereof all original or renewal applications for liquor licenses shall be accompanied with proof of completion of a state certified beverage alcohol sellers and servers education and training (BASSET) program for all persons who sell or serve alcoholic beverages, all management personnel working on premises, and anyone whose job description entails the checking of identification for the purchases of alcoholic beverages, pursuant to that license.
   B.   ILCC BASSET Training Program: Any new owner, manager, employee, or agent requiring BASSET training, shall within ninety (90) days from the beginning of their employment with that licensee, complete an ILCC BASSET approved seller/server training program and shall until completion of the BASSET program work under the supervision of a person who has completed BASSET training.
   C.   All Licenses And Certifications On File: A "state certified BASSET training program" shall be defined as a BASSET program licensed by the state of Illinois liquor commission (ILCC) as required by 235 Illinois Compiled Statutes 5/3-12(11.1). All licensed BASSET providers shall be required to have on file all licenses and certifications to prove current qualifications and provide a certificate of course completion and a card (a picture type ID is optional) to participants as proof of completion.
   D.   Photocopies Of Certificates Maintained: A photocopy of certificate of completion for all owners, managers, employees, or agents required by this section to have BASSET training shall be maintained, by the establishment, in a manner that will allow inspection, upon demand, by any designee of both the state or local liquor control authorities.
   E.   Liquor License Classes Applicable: The BASSET certification provisions should apply to all liquor license classes except daily permits and special event licenses. (Ord. 2009-22, 8-31-2009)
   F.   Offenses By Employee: No employee shall do any of the following:
      1.   Permit any gambling, as defined in 720 Illinois Compiled Statutes 5/28.1, as amended, on the premises;
      2.   Harbor or permit any intoxicated persons to loiter on the premises or permit any conduct which tends to provoke a breach of the peace and quiet of the neighborhood or of the premises;
      3.   Serve any alcoholic beverage to any person for consumption on a public street or to any person in motor vehicles on such street;
      4.   Sell alcoholic liquor to any minor, intoxicated person, habitual drunk, spendthrift, insane, feebleminded or distracted person. (Ord. 89-04, 4-3-1989; amd. Ord. 2009-22, 8-31-2009)
   G.   Revocation; Suspension: The local liquor control commission may suspend, for not more than thirty (30) days, or revoke for cause any employee permit for any violation of any provisions of this subsection or for any violation of any state law pertaining to the sale of alcoholic liquor, as provided by law, or if said commission finds the employee not to be of good moral character or the commission finds the employee has been convicted of a felony. This subsection does not exclude any other power or authority of the local liquor control commission as otherwise set forth in this chapter, but is in addition to such authority.
