All dedications and fees imposed by this chapter shall be due and payable upon final plat approval. However, the village may agree that payment of fees may be made at time of building permit issuance in consideration of which the subdivider or developer shall execute an agreement attached as exhibit B, incorporated herein by reference and available in the office of the village clerk, agreeing that the fees payable will be adjusted in accordance with the requirements of this section and further agreeing that the fees may be expended for the purposes described in said exhibit B.
