§ 32.15 PURCHASE OF SURPLUS COMMODITIES.
   The purchasing agent may purchase any personal property from the federal government whenever the property is offered, if he finds that the purchase can be made at prices less than would be obtained by taking bids as provided by law for purchases from private individuals. It shall not be necessary for him to advertise for bids, but he may make the purchase upon the formalities and terms as are required by the federal government, irrespective of the amount of money involved.
