Where the construction as performed varies from the plans filed and approved as hereinabove required, as-built construction plans shall be filed with the Council in the form of a reproducible copy on film or other permanent material. If such construction does not vary from the plans, an affidavit executed by a registered Iowa Professional Engineer so certifying shall be filed prior to acceptance of a final plat or acceptance of improvements for maintenance.
